Hong Kong amplifies global innovation push with UK spotlight
At London Tech Week 2025, Invest Hong Kong (InvestHK) and the London Economic and Trade Office (London ETO) stepped into the spotlight as Founders Fuse Partners. Their mission: to advance Hong Kong’s international startup diplomacy and deepen global tech engagement. Through fireside chats, curated networking events, and innovation showcases, the delegation presented Hong Kong as a key East–West innovation bridge. This collaboration marks a strategic expansion of HKSAR–UK ties focused on global entrepreneurship and cross-border tech exchange.
Hong Kong’s evolving innovation ecosystem
In recent years, Hong Kong has rapidly transformed into a leading innovation hub. Initiatives like the Hong Kong Science Park, Cyberport, and the Greater Bay Area Innovation Corridor have helped align public policy with startup needs. Since 2018, the HKSAR government has committed over HK$200 billion (approximately US$25 billion) toward R&D and tech development.
The London ETO, part of Hong Kong’s global trade network, has nurtured strong UK-based partnerships. London—renowned for fintech and AI research—is a natural ally for Hong Kong’s global ambitions. London Tech Week 2025 provided a timely platform to deepen ties in sectors including fintech, green tech, AI, and biotech.
Initiatives launched at London Tech Week
As Founders Fuse Partners, InvestHK and the London ETO organized several standout programs:
Fireside chats with unicorn founders and UK investors explored startup scaling, AI deployment, and international fundraising.
Cross-border pitch sessions allowed startups from both regions to present ideas to a panel of VCs and accelerators.
Memoranda of Understanding (MoUs) were signed between Cyberport and Tech Nation UK, as well as between HKSTP and Imperial College Innovation. These formalize collaboration on co-incubation, talent exchange, and joint R&D.
A Women in Tech segment celebrated female-led ventures from Hong Kong and the UK, supporting Hong Kong’s Diversity & Inclusion agenda.
These programs aim to position Hong Kong as the ideal launchpad for UK startups entering Asia—and as a gateway for Asian firms targeting Europe.
Diplomacy through innovation
The partnership signals a growing trend—cities using innovation policy as a tool for global diplomacy. In an era shaped by geopolitical shifts, non-state actors like startup hubs and innovation agencies are driving cross-border collaboration through economic engagement.
Hong Kong’s proactive role at London Tech Week demonstrates how soft power can flow through entrepreneurship, not just traditional diplomacy. This shift in focus reflects Hong Kong’s broader global engagement strategy—one centered on ecosystem building, R&D, and inclusive growth.
Importantly, the city’s strategy aligns with China’s 14th Five-Year Plan, which designates Hong Kong as a crucial node in national tech integration, especially with Guangdong and Shenzhen. This dual role—bridging China and the West—gives Hong Kong a unique edge in the global tech economy.
Deepening the HKSAR–UK innovation corridor
Following London Tech Week 2025, several longer-term initiatives are in development:
Startup visa programs: Hong Kong is reviewing its startup visa scheme to make it easier for UK entrepreneurs to enter. In parallel, UK partners plan reciprocal landing services in London, Manchester, and Cambridge.
Co-funded R&D programs: The Innovation and Technology Fund (ITF) and UK Research and Innovation (UKRI) are exploring matched grants for AI governance, smart city infrastructure, and green technology.
Education exchanges: A pilot master’s degree exchange is in the works between top institutions—HKU, HKUST, and the UK’s Oxford and UCL—focused on AI and fintech.
If successful, these initiatives could position Hong Kong and the UK as leading case studies in cross-border innovation diplomacy.
Innovation as a bridge for East–West collaboration
The HKSAR–UK partnership at London Tech Week 2025 is more than symbolic—it’s strategic. With concrete MoUs, inclusive showcases, and coordinated policy alignment, Hong Kong is reinforcing its global innovation footprint.
As geopolitical dynamics evolve, cities like Hong Kong prove that innovation ecosystems can serve as powerful bridges. By connecting talent, capital, and markets, the city continues to solidify its role as Asia’s global-facing innovation hub.
